What is Proactive Disclosure?

Under Lebanon's Right to Access to Information Law (Law No. 28/2017), proactive disclosure mandates that public institutions actively release key information without waiting for formal requests. This includes details about institutional structure, budgets, financial reports, administrative decisions, and contracts. The goal is to enhance transparency and accountability by making critical data readily available through public websites, digital platforms, and physical locations like libraries and government offices. Proactive disclosure helps ensure that citizens are well-informed about government activities, promotes public participation, and strengthens oversight of public institutions.

Access to Information Index by Transparency International – Lebanon

Developed by Transparency International Lebanon – No Corruption, the Access to Information Index monitors and ranks public institutions based on their public disclosure practices. This comprehensive index evaluates how well institutions adhere to transparency and disclosure requirements as outlined in Lebanon’s Access to Information Law. It assesses the extent to which public institutions proactively publish information across various platforms, including their official websites and social media channels.

The index aims to provide a clear picture of public sector transparency by analyzing how institutions manage and share key information. By systematically tracking and ranking disclosure behavior, the Access to Information Index helps identify areas of improvement, promotes accountability, and encourages public institutions to enhance their openness and communication with the public.
